The "New World Order"

It was a time between world wars. Russia had earlier undergone a major political upheaval, influencing the policies of other military powers around the world. Economic incentives had superseded the simple territorial rationales for the warfare of recent history. Nations had united together to form an organisation dedicated to ending war; possessing the power to impose serious sanctions against aggressors, and even collectively fight in defence of peoples whose sovereignty was threatened. Unfortunately, by this time, these united nations had demonstrated an inability to come to a meaningful consensus. In response to war, they were dictated to by the powerful, and often hid behind endless squabbling over details or resorted to impotent injunctions in order to avoid obeying their mandate.

During this time, a group of fanatics banded together with shared dreams of world domination. Friend and foe alike were to be subjugated under one ultra-right regime, pre-emptive warfare was to be the solution to resistance, the valuable resources of any particular sovereign nation were to be placed under the stewardship of this authoritarian power, and allies who dared to compete economically were to be neutralised.

This faction was predominantly made up of religious zealots and minor or past politicians. A few were convicted criminals, and others were suspected of unethical or criminal behaviour. Their attitudes reflected a total disregard for the lives of those who were not citizens of the homeland, and their beliefs had racial overtones. They followed a plan for world conquest that was accessible to anyone who wished to read it, for there was no need for secrecy, being that they obviously considered the plot unstoppable. Few outside of the group bothered to read it, and those who did dismissed it as fanaticism, with no chance that it could ever gain the support of rational people.

World conquest takes time, and even with a military force superior to any other, it might require many years from inception to impose a new world order. What was needed was something to frighten and mobilise the citizens of the homeland; something that would garner public support for the subjugation of foreigners, and allow for sweeping reforms to control the public by removing many of their civil rights, in part to eliminate the “enemy within”; something to create a domestic atmosphere where anyone not supporting the agenda would be seen as an enemy of the people. What was needed was a terrorist attack upon the homeland.

The preceding text could be taken as a description of the rise of Nazism prior to the commencement of World War II.[1] Although it is a fairly accurate depiction of that period in history, it actually describes a much more recent sequence of events. In 1997 an eclectic group of disenchanted ideologues, having seen their initial hopes of American world domination end with the Bush Sr. election defeat, were moved by the re-election of Bill Clinton for another term to form an entity that could attempt to influence government policy from without, while preparing for a future Republican victory. The Project for the New American Century (PNAC) was born.[2]

 At the time, none of the names associated with the initial PNAC mission statement would have struck the average person as being particularly significant, but the key figure, Chairman of the Board of Gilead Sciences Incorporated, would use his considerable political savvy, and draw upon his connections with powerful and influential individuals, to change a group that conceivably could not be taken seriously into the most dangerous organisation in the world today. The majority of people now connected to the PNAC can be traced to a past association with Donald H. Rumsfeld.

George Bush Jr. obviously presented the opportunity the PNAC has been waiting for: a candidate for the presidency who not only shared their extremist views, but also lacked the intellect and political skill to act independently. Bush Jr. had always relied on others, particularly the Saudis, to rescue him from his failed business ventures, and needed family support to further his political career. Here was the perfect figurehead for the PNAC: someone who could be manipulated into surrounding himself with PNAC zealots, and someone who would be expendable – when PNAC member Dick Cheney was asked by Bush Jr. to find him a running mate, the then Halliburton CEO picked himself.

 With support from fundamentalists, such as co-founder of the Moral Majority Paul M. Weyrich (PNAC), media, such as Forbes Magazine namesake Steve Forbes (PNAC), and big business, such as the Carlyle Group head Frank Carlucci (PNAC), Bush Jr. was in position to win the presidency. However, it ultimately came down to family, and brother Jeb Bush, PNAC member and governor of Florida, delivered the disputed election victory he had promised.

 This, now, would be the opportune time to begin implementing the plan for global domination. The initial step, first publicly outlined in a PNAC letter to President Bill Clinton in 1998, was to occupy Iraq; which the PNAC people, who had placed Bush Jr. in power, promptly began selling to the president. Bush Jr. obviously either realised the debt he owed this organisation, or was only too happy to allow others to do his thinking for him. Upon taking office, he immediately began installing individuals connected to the PNAC into key government positions. This was not just a matter of appointing a few select people into office or onto government panels and commissions; it was much more than that.

Known PNAC colleagues joining Dick Cheney were:

- Donald Rumsfeld: Secretary of Defense.
- Paul D. Wolfowitz: Deputy Secretary of Defense, and Assistant to the Vice President.
- John R. Bolton: Under Secretary of State for Arms Control and International Security.
- I. Lewis Libby: Assistant to the President, and Chief of Staff to the Vice President.
- Zalmay Khalilzad: Senior Director – National Security Council; now Ambassador to Afghanistan, Special Presidential Envoy to Afghanistan, and Special Presidential Envoy to the Free Iraqis.
- Peter W. Rodman: Assistant Secretary of Defense for International Security Affairs.
- Christopher A. Williams: member of Pentagon’s Deterrence Concepts Advisory Panel, and member of Pentagon’s Defense Policy Board; now Department of Defense – Special Assistant to Donald Rumsfeld.
- Paula Dobriansky: Under Secretary of State for Global Affairs.
- Aaron Friedberg: Vice President’s Deputy National Security Advisor.
- Abram N. Shulsky: Director – Defence Department’s Office Of Special Plans.

The PNAC’s seventy-six page white paper circulating after 1998 had bemoaned the fact that, without a significant event similar to the bombing of Pearl Harbour, achieving world control would be a lengthy process. The events of September 11th, 2001, would change all that. Within thirty hours, Donald Rumsfeld was informing Bush Jr. that this was the excuse they needed to attack Iraq. It didn’t matter that Iraq had nothing to do with September 11th, it only mattered that the public was now in the right state of mind; fear and anger are by nature irrational emotions, so facts need not get in the way of actions.

It did matter that the hijackers and their leader were Saudis, and it did matter that most of their funding could be traced to Saudi Arabia; but for reasons unrelated to terrorism. For both Bush Jr. and Bush Sr., members of the Saudi royal family were close personal allies, and had been responsible for much of the Bush family wealth - the facts would have to be ignored. For the PNAC, Saudi involvement was useful, because they had plans for the future of Saudi Arabia - the facts would have to be shelved for use at a later date.

Max Boot (PNAC), in a Washington Monthly interview, revealed that it may be necessary to occupy the Saudi oilfields, and administer them as a “trust” for the people. The PNAC document ‘Rebuilding America’s Defenses’ states the need to take military control of Middle East oilfields, and maintain control. However, according to PNAC documents, North Korea, Libya, Syria, Iran, and China are given a higher priority as targets, than Saudi Arabia.

This difference of opinion between Bush Jr. and his PNAC handlers may cause some internal friction, but ultimately the President is powerless. If push came to shove, a leaked impeachable offence or an “unfortunate accident” would result in Dick Cheney becoming President. Now that the government is effectively under the control of the PNAC, George Bush Jr. is no longer necessary.

In addition to a long list of countries requiring American imposed “regime change”, the PNAC has ambitious plans. There is a need for the militarization of space, American control of the Internet, and a biological weapon that can target specific races - something the PNAC terms “a politically useful tool”. Norman Podhoretz (PNAC) believes that we are now engaged in “World War IV”, and the current administration has every intention of winning this undeclared war.

It is not enough to run the government, for public opinion must be manipulated as well. One way to do this is to control other organisations that are not readily identified with The Project for the New American Century. The Heritage Foundation is a politically influential “think tank” that was founded, and is run by, current PNAC members. The Balkan Action Committee, which surfaced in 1999 to promote the invasion of Yugoslavia, was almost exclusively made up of PNAC members; likewise, the Committee on the Present Danger. Freedom House, allegedly an organisation promoting equal rights and justice, and the Council on Foreign Relations, are in reality directed by, and well populated with, those connected to the PNAC.

The PNAC people are to be found in the media, heading unions, as church leaders and founders of religious organisations. They are professors in colleges, writers, and politicians.[3] Most are involved in major corporations, the majority of which are military contractors. Although some may be considered simply as misguided idealists, the majority stand to gain substantially, in a financial sense, from prolonged warfare, occupation of resource-rich regions, and the crippling of economic competitors. The PNAC benefits greatly from manipulating Christian and Jewish fundamentalist movements, but their goal is not so much an imposition of religious ideology, as it is the building of a military and economic empire.

Ted Koppel, of ABC News, referred to the PNAC plan as a “secret blueprint for US global domination.” This, of course, is wrong, for nothing is secret about their intentions, and consequently it is not a conspiracy. Paralleling PNAC documents to Hitler’s “Mein Kampf”, as The Moscow Times did, is more appropriate, for these past and present planners share the same arrogance and sense of superiority over the impotent inferiors who cannot stop the inevitable.

However, the pursuit of world conquest has hit a snag. Occupied nations are apparently not populated wholly by mindless pawns, and people are going to resist imperialism. Moving on to the next invasion is a difficult task when so many military resources are tied up maintaining control of earlier conquests. Installing puppet leaders does not entirely pacify the citizenry, and without a military presence, colonial governors can quickly be overthrown. The subjugation of only two nations per presidential term will not create a global empire prior to the rise of China as the dominant economic power; particularly when the U.S. must plunge considerably deeper into debt in order to finance wars. Bush Jr. only has four years left, and although the Vice President historically would be favoured to win the next presidential election, the core demographic is at risk. Bush Jr., with his fundamentalist views, attracts Christian support. Dick Cheney may garner the Jewish vote, but they are a decided minority, and there are many Christians who are anti-Semitic.

Bush Jr.’s sabre-rattling has not helped the PNAC cause. His early speeches were almost word-for-word from the PNAC papers, alerting potential victims of his intentions. North Korea immediately increased their nuclear arsenal. China’s technology, aided by increased funding, has leaped ahead since Bush Jr. identified them as a target. Iran is frantically trying to arm themselves with nuclear weapons, having seen how North Korea delayed an invasion.

Having a presidential puppet under your control is not all it seems, for his eagerness to please can result in problems. In a speech during his trip to Israel, Bush Jr. revealed that God had personally instructed him to attack Afghanistan and Iraq. Now whether this is a question of Bush deluding himself into believing that God actually speaks to him, or believes that Donald Rumsfeld is God, does not particularly matter; it is the fact that his own beliefs could inadvertently sabotage PNAC aims.

World domination has been attempted throughout history, and ultimately every empire has failed. The rapid success of Nazi Germany was followed by an equally rapid descent into oblivion. The Roman empire’s attempt to extend its reach resulted in economic collapse from within, as it became impossible to finance troops both abroad and in the conquered nations. Tyranny will always breed contempt, and tyranny will always produce tyrants within its very system - the dreams of emperors have often been dashed by those most close at hand.

It may not concern the other peoples of the world that the goals of the PNAC will eventually lead to the ruin of America, in fact attitudes are such at this time that much of the world would cheer such an eventuality, but it should matter that millions of innocent people will die due to the PNAC's misguided objectives. Perhaps the Bush Jr. administration can strangle its more powerful targets by occupying the Middle East and cutting off their oil supply; but perhaps these nations will not simply sit by and watch. Some of the planned confrontations may lead to consequences far more dire than anyone would wish to imagine, for desperate circumstances can provoke desperate measures, and a nuclear power always possesses one final option.

 [1] The League of Nations was the precursor to the United Nations. Because of their unwillingness to interfere with German aggression, contrary to their mandate, an entirely preventable world war was inflicted upon mankind. The UN was created following the war, in order to establish an organisation that could and would put a stop to “pre-emptive” warfare; it has merely become a mirror image of its failed counterpart.

Hitler had outlined his plan to make the German state “lord of the Earth” in his book Mein Kampf. The first page mentioned his intent to occupy Austria. No one found the Nazi Party’s plan for world conquest to be particularly significant.

A terrorist attack on the Reichstag (parliament building) by Dutch communist Marinus van der Lübbe, and four acquitted accomplices (one German, three Bulgarians), only a week prior to the 1933 election supplied the public support Hitler needed to begin promoting the concept of pre-emptive strikes against the country’s neighbours, the need to control “other” races within Germany, and the institution of homeland security measures: SchutzStaffel (or ‘SS’).
